The Texas economy is usually good if you like working for low wages, having no social safety net, no regulations and no benefits. You will love it.
And the people are the most poorly educated in the country, except for states nobody would think about asking about, like Mississippi or Alabama.
The budget is balanced, however the legislature cut so deeply that we're having trouble paving the roads (no joke) and we rank 49th in spending on children's education. So, the oil business is booming, Houston's real estate market keeps rising but we can't seem to find the money for essential state services. Still we can find plenty of money for special sessions of the legislature and Supreme Court battles so that Republican legislators can prove their abortion bona fides and avoid primary challenges.
They don't even try to pretend they represent the people anymore.
Many states amended their constitutions in the 90s to require balanced budgets, OP.
Ask Colorado how well that worked.
