Should the tops of picture frames line up on the wall?
Or is the opposite true? I'm hopeless about decorating.
If it's just a few framed items, their midpoints should match up. If there are many, strive for an equal number of top and bottoms of the frames lined up.

I've seen tops line up before, but not in the way you think.

I like the tops lined up.
An option I have often used with success: the points 2/5 of the way down from the tops of the frames (called the Visual Center of the image) should be aligned.
How many? Arrangements look better in odd numbered displays and placed at different heights. Just lining them up in a line is boring.
I have three, so I think it will be pleasing to the eye. They are prints of paintings of Paris by an artist named Renaux.
I was told to make a shape in your mind, oval, round, square and then place your pictures into that shape. It works for me but I have more than three on a wall. I usually line up three in a horizontal straight line. I guess that makes a rectangle.
