Or just a warning/probation type of fallout? Asking hypothetically, like, if it happened at your workplace.

Friend is anxious he will be fired. He brought a hookup back to office late at night, thought it was 100% empty but a cleaning staff saw or heard something (it's not clear how much) and reported it to corp mgmt. Friend has been told by mgmt/HR that the incident was reported and that "there will be consequences" but not more than that. Expects something to happen next week. I don't know what is typical to happen to somebody in his situation, just looking for predictive input while he waits to learn his fate.
He is fairly new there (less than 1 year). It's a 30-50 person firm that rents space in a multi-story building.
If I were his boss he would be gone. It is not the sex, rather the security of my facility. Bringing a stranger after hours into my building will not be tolerated.
More context, OP. Is this an internet start-up or a law firm?
I worked at a place where a guy whipped it out and took a whiz against the side of the building....behind the tinted glass was a conference room full of women having a meeting. Not only fired but arrested as a sex offender.

Not a law firm, not a conservative/uptight place. But I imagine they have some common-sense workplace policies, and have to take it seriously. And it sounds like HR/senior mgmt is now involved in making some kind of decision.
I agree, R10. I tried to tell him they might just give a serious warning and he can keep the job and gradually repair his reputation etc. I think he learned a painful lesson but it may be too late; it is not hard to see them firing him.

R11, I think it's one thing with a co-worker, but something else entirely to bring in a hookup from outside. That's a major security breach. The guy could have knocked OP's friend out and completely destroyed the place.

This happened to someone I worked with once. He (straight big shot businessman) was visiting our office from a branch office when he brought a woman he met in Times Square back to the office late at night. They went into the stairwell and proceeded to do what people do. Unfortunately for him, the stairwell was under video surveillance and the security guards downstairs at the console got quite an eyeful. They *eventually* contacted the head of the office and both he and the security guy entered the stairwell just as the businessman was finishing up. I don't think he got fired, but I never saw him in the company's NY office again.
How did the non-employee happen to be there in the first place? Did the employee bring him there for the exclusive purpose of fucking? Yes, that is stupid.
I have caught people having sex several times. I have never fired them, but my do I use it to my advantage. Married men will work for next to nothing when you catch them secretary banging.

There are cameras everywhere;
and management NEVER mind their own business (they say it's self-protection from lawsuits, but it's not, it's just American body shame, power madness, and immaturity);
and nonetheless it happens in every office. People work long hours and it's impossible for them to separate work life from home life in the manner of a minimum wage temp.
The result is that people who are disliked are fired, and people who are liked are not. It's really that simple. The fact that HR is involved with your friend means that they don't care about him and regardless of what happens, he needs to locate alternative employment.

Sexual harassment includes maintaining a hostile workplace - if two co-workers were routinely mackin' on each other in from of you, that would be sexual harassment.
In our case, there were 5 lawsuits brought in three years covering everything from asking someone out - to the above - maintaining a hostile work environment (the specifics were basically misogyny ("sugar," Honey)kind of things.
4 of the suits were brought by one woman, the other by her closest friend. Neither of them work here anymore, but the fallout is zero tolerance for anything that remotely resembles harassment.

Fucking in the middle of the night would not be unless they knew they were being observed. It would probably treated as unprofessional conduct, still a fire-able offense, but it would not be sexual harrassment unless they knew they were being observed by someone such as security.

R29, but since the night cleaning person was just doing her job and was subjected to a sexual situation, she may have a legit complaint. Think of it from her perspective. It does not matter if the sexual partners knew or didn't know that someone saw. It matters that she had to see or hear some sex stuff that she didn't want to see (or hear). While just doing her job. This is part of why my friend is rightly very worried.
What R30 said. R29, if a cleaning lady emptied the trash and a used condom fell out, she would have grounds for a sexual harassment lawsuit. Sexual harassment is not just quid pro quo nor is it always overt.
Fired. The office gossip alone will force management to get rid of him. Too much of a distraction and bad for company morale. Plus, they can't take a chance on a client finding out about it.
For many of the reasons cited above, and for several which weren't, I'd fire him if he worked under me. The fact that HR used the word "consequences" means that they are circling their wagons. He'll either get fired for this or be the first to be let go under believable pretense. His head should be on the chopping block for conduct reasons alone, excluding all else.
