Who has a big movie coming out?
Nobody relevant will accept it. Channing Tatum shouldn't have. Everyone knows this title is meaningless and PR based, no need in the era of internet gossip.
It's about who the editorial staff of People decide it is. Who ever can sell magazines for them, or, if not up their circulation, at least buy the advertising they need to finish in the black.
So,include the studios and the publicists and the agencies who also help decide. Sometimes. Those who have clout. LOTS of clout. Of course it would have to be topical, but as I understand it, the person they select has to agree to do some promotion for it, and go on a few talk shows. it's pretty embarrassing shit.
It's such an insider type decision that it has lost credibility. Other magazines who copycat People do a better job. At least they pretend to take polls. It stinks. It is not what it was when it first started out. I think mostly it's about who can sell the magazine.
I think it will be Liam Hemsworth, good call OP.
I wouldn't be surprised if it's someone like Leonardo DiCaprio. He has a big film coming out, he has fans all over the globe. He was overlooked when he was younger, but now that he's hitting 40, it wouldn't be an odd choice.

Chris Hemsworth has a big new movie. Recent polling on DL shows Chris is twice as lusted for as Liam.
They gave Liam Hemsworth "Paranoia" and even cast a bunch of big names around him and he completely failed, the reviews against him were scathing. He isn't going to get it.
Chris Hemsworth is doing great in the business and he goes have that Ryan Howard movie "Rush" to push. He is a pretty decent bet.
Liam also has the next Thor movie coming out next year.
Liam isn't really known.. he was barely in Hunger Games.
Whereas Chris Hemsworth has been in everything for the past 2 years, all sorts of blockbusters and now getting respect in that well reviewed Rush movie.
In short, Chris is one of the chosen ones for whatever reason (and actually delivering unlike Alex Pettyfer). Liam is known more for who his brother is and Miley Cyrus. So him being in Paranoia was too much too soon without a build up.
Thor comes out in November....the same month as The Sexiest Man Alive issue. Do the math.

It's a big year for black cinema and you have that Indian American girl winning Miss America, so maybe there will be some slow subtle changes.
Fassbender would be a great candidate with two films out this fall, but I think he's too serious of an actor for People's taste. Cavill would be a fantastic choice. Superman was a big hit, and he's filming Man from UNCLE right now.
If it's not either one of these guys, the selection will pale in comparison.

Bomer would be a great choice as the first Gay Sexiest Man Alive, but I think there are still some narrow-minded readers who would not be happy with him getting the cover. I also don't think that Bomer is as well-known internationally as past cover boys.

Cavill has two big Warner Bros films coming out so he'd be a prime candidate, if he'd agree to it. Remember Ryan Reynolds was chosen because he was starring in WB's Green Lantern.
Probably will be Cavill. I think Fassbender and Cumberbatch are both on the cusp of being general pop culture fodder, rather than actively a part of it. Sexiest Man Alive is usually given to someone already established, rather than someone truly rising. Say what you want about MOS and Cavill, but most everyone is aware of him now.
Chris Hemsworth would make sense too, though.

I also think that Chris Hemsworth is at the top of the list of contenders. He's well established now in both blockbusters and serious fare. Fassbender, though truly one of THE sexiest in the industry, is too controversial an actor and lacks mainstream appeal. Cavill may have the success of MOS behind him, but he doesn't have the name recognition. I think a lot of people just refer to him as the guy who played Superman.
For some reason, I think Idris Elba is at the top of the list also. He's been on the cover of quite a few major publications. He's done Pacific Rim, Thor 2 and has the Mandela movie coming out.
