Paint the walls and floor the same slate grey-blue color. Switch out the ceiling tiles for $100.
Get black furniture and accessorize with a few pops of color. Take your time and do a good job.

What is she going to use the space for? Storage, office-space, family room?
If storage, I like R2 s color suggestions. I'd also check out your local Habitat for Humanity Reusit store for materials like carpet squares, cabinets, tiles, etc.
If used for office or craft projects- garden variety file cabinets with wooden table top and braket shelving works well.

Is there any reusable furniture in the house? Work out what you've already got that's usable before picking any paint colors. I had great fun doing much the same kind of project when I was a student.
I bought a load of unfashionable brown furniture from a charity store, painted the whole lot satin white, painted the floor and walls pale grey, the woodwork gloss white, got some rugs from a thrift shop (still have one of them), lots of lamps instead of overhead lighting, some large framed posters and I was done. It actually looked OK and was pretty comfortable.
Whatever you do make sure you don't pile any books on the floor or DLs tasteful friends will cut a bitch.
This room looks similar to your place as you describe it. Note that they painted the paneling white. Lots of cheap options for the floors--painting them, stick-tiles, laminate wood flooring, genuine wood flooring at one of those outlet places.
