While we do know (from Rue and Betty's books) that Bea was pissed off at not winning, I don't see any giveaway of that in her facial expression here - it looks like a neutrally pleasant Bea Arthur facial expression to me.

Betty does confirm that Bea disliked her. She says it's because her positive attitude rubbed Bea the wrong way. What a stupid, cranky reason to hate someone! Sounds like Bea was pretty cunty, a word that Rue said Bea once called Betty.
Is that Cybill Shepherd touching Betty's shoulder when it's announced? Not that Betty acknowledged it!
Has to be said, Bea did look much happier when Rue won the following year than she did here! Obviously they were friends from the Maude days
