Mary Tyler Moore?
(Phyllis, Rhoda, Lou Grant, ... others?)
All in the family
All in the Family, Mary Tyler Moore, and 600 versions of Law and Order
All in the Family: The Jeffersons, Maude (which spun off Good Times), Archie Bunker's Place and Gloria. And the '90s sitcom 704 Hauser Street was set in the same house.
And continuing with the All in the Family through-line, The Jeffersons briefly spun off Florence into her own series -- Checking In -- where she was head of housekeeping in a hotel.
Happy Days (itself a spin-off from Love American Style) begat:
Laverne & Shirley
Joanie Loves Chachi
Blansky's Beauties
Mork & Mindy
All in the Family
All in the Family is probably the best answer, but I would also add Saved By the Bell which started out as Good Morning, Miss Bliss and spawned:
Saved By the Bell: The College Years
Saved By the Bell: The New Class
and all those cheesy TV movies.
Another one would be Three's Company which spawned:
The Ropers (short-lived)
Three's a Crowd (also short-lived)

Stupid r8. Try again
How is [R8] stupid? He named two shows that had two spin-offs and one of those shows had a bunch of Tv movies.

"The Real Housewives of Orange County" -- itself a sort-of spinoff of "The O.C." -- led to RH shows in NYC, Atlanta, New Jersey, Beverly Hills, Miami, Athens and D.C. (cancelled).
If we're counting foreign spinoffs of shows, the two winners by a WIDE margin are the UK show "Popstars" (which led to "Pop Idol," then to "American Idol," then to spinoffs in 30-odd countries) and "The X-Factor" (versions of which have appeared in at least two dozen countries).
What happened to the spin-off?
If we include reality shows, the decision to cast Flavor Flav and Bridgitte Nielsen on a season of "The Surreal Life" led to their own spinoff, three spinoff shows for Flavor Flav, several spinoffs for Tiffany "New York" Pollard, "Charm School," "Rock of Love," and "I Love Money."
Star Trek (the original series):
Star Trek (animated series)
Star Trek-The Next Generation
Star Trek-Deep Space Nine
Star Trek-Voyager
Star Trek-Enterprise
Plus 11 feature films.
Mr. Spock
Another World had two spin offs- Somerset and Texas. It also had two unofficial spin offs- Lovers and Friends and For Richer, For Poorer.

Don't forget Vancouver!

I always said "All in the Family" but I think #16 wins. There have also been web series, not to mention comics and thousands of novels.

When is the new Facts of Life with Blair as the new Mrs. Garrett supposed to start?
"Star Trek" spun off five TV shows, nine movies, and a series of new movies that's both spin-off and remake.
"The Real Housewives of the OC" was NOT based on the fictional series "The OC".
It was intended as a reality show version of "Desperate Housewives".
It's all in my book
