Yes, they are. I was reading about some transable freak who likes to sim that she is deaf and she came close to getting caught as a phony when some car almost backed into her and honked loudly. She had to not look back at the honk and almost got hit.
You need hearing to drive? I'd be more worried eyes and missing limbs.
Yes. I'm profoundly deaf from birth in the UK and I was able to drive. I just sense/feel rather than hear the clutch. It didn't affect my insurance either.
You're not supposed to use the horn in most cases anyway so I think that's a bit of a red herring. As a counter, deaf people likely have better peripheral vision (google studies on deaf cats).

Deaf people have high accident rates, but so few deaf people drive that you don't hear much about it.
My cousin drives and he's deaf. I wouldn't get near a car with him behind the wheel. Just sayin'.
I would think that motorcyclists have the most to be worried with deaf drivers. Most of the time we hear them before we even see them, especially when they're weaving in and out of traffic.

I would rather a deaf person drive than a dumb person ask such questions.

R8, the question is valid. There are situations in driving where sound cues can be important to help prevent accidents. Deaf people can likely drive safely in most circumstances but there are times when deafness can contribute to a mishap.
I know it is a valid question and I am not usually so flippant.
I am just not sure why it is being discussed out here.

Both of my parents were completely deaf since infancy and drove their entire lives - never one accident. Not even a fender bender.
