Turns out there is a guy there I want to seriously impress. I want to make an appetizer (passed or finger food) that is awesome....
However PD is tomorrow and money is seriously tight.. Any suggestions for cheap but amazing little bites?

I often bring St. Andre and tear up a loaf of good bread, and put it on a tray. Leave the cheese out for 12-18 hours before serving. You can add a quart of strawberries as well.

No one will be impressed with cheese and crackers, R5, no matter how high quality.
I wouldn't eat chocolate covered strawberries, R1/R5.

See if you can find a recipe for a Carmelised Bacon Twist. You can do it with brown sugar.
You could whip up a nice cold pasta salad. Everyone likes that -- if it's made with love. Use small pene pasta or those cute squiggly colored pasta and chop up in small shreds some veggies and use a good Italian oil and vinegar dressing. DON'T ADD CHEESE. IT REACTS WITH THE ACID OF THE VINEGAR AND SOURS.

Where do you live that you can't get strawberries year round, and not at exorbitant prices?
R12, the places where it's cold. they are imported from Mexico and are 4 dollars a pint. Strawberries are for May

I saw strawberries for $4/qt, $5/organic @ Whole Foods maybe a week ago. They were from Mexico IIRC.

Go to Trader Joes and buy appetizers.
Cut peeled English cucumber or zucchini into thick chunks, use a melon baller to make a little indentation. Fill the hole with something delicious, such as a mousse of cream cheese and finely minced shrimp or crab (salt and pepper, some cayenne, some onion powder) and sprinkle with paprika or a tiny sprig of watercress on each bite. It's delicious and looks like a lot of effort but it really isn't.
Trader Joe's is the culinary equivalent of a late term abortion.
r19, if OP can't afford strawberries, I think English cucumbers, shrimp, crab and watercress are out of his ballpark, too. It sounds like a nice and easy appetizer, though.
OP, it doesn't matter what you serve. Just use these special toothpicks and your appetizer will be sure to impress.
