If any person is getting a check such as an unemployment, Social Security, Railroad Retirement, or a small pension then your income is too high for food stamps. The money you can have isn't even subsistence.
If you have so that you might get food stamps, before you can get them they want proof that you have applied and been denied unemployment, Social Security and a list of all assets. Any such income beyond a welfare check will knock out food stamps.
If you have a roommate, and how can you rent your won place if you are so poor you qualify for food stamps? then both incomes are used to determining eligibility. That knocks you out.
When there are more than one person in a household, the rule of thumb is that there has to be more people than checks. We had two Social Security checks and an unemployment check at one time for three, and we were not eligible.
That's the spread sheet effect. States hate giving food stamps because they have no fucking money. What money they do have goes to parents and children first, which makes sense.
They have no money because investors broke the economy and with that went the tax base. Clinton broke the welfare commitment from the federal government, so it is not just one party.

I started getting food assistance in college. I got $200 a month when I was a work study student. I knew people who used to supply their restaurant with the grandmother's food stamps. I thought it was kind of odd but she lived with them so I guess they thought it was the best way to use the benefit. They were Japanese.
- When Walmart first opened in my area, every one went there to buy Halloween candy and Christmas and Valentine candy because there were always a few open bags of candy and you could nosh on a few pieces of chocolate while you shopped.

There are no "food stamps" anymore. Your alloted funds are pre loaded onto a debit card issued by the state. It is very difficult to "sell" those funds, unless the store/vendor is in on the fraud. Only other way is to let someone else use your card, but that is high-risk. Get caught, you're out of the program. And most people who do qualify for food assistance, cannot afford to be thrown out of the program.

They had a popular president, Dwight Eisenhower, running for re-election. They controlled both houses of Congress. It was very likely that the election would give them a free hand for the next four years.
This platform laid out what the party thought were reasonable solutions to serious issues, and what would bring them the most support. You can bet this platform was vetted at the highest level of Wall Street.
If any of you don't know about Taft-Hartley you really should. It was designed to tame unions, make them lapdogs. The Republican Party(!) wanted to make the law more favorable to unions.
How was the economy then? We were well into the greatest expansion of wealth and GNP of any country ever. Everyone's life was improving every year.
College was affordable with no loans, everyone approved of Social Security, and workers felt secure in jobs where there was lifetime commitment on both sides. People could pay for routine medical care out of take home pay.
There was a vast commitment to rebuilding the infrastructure. Plans were laid out for the largest public works project in history -- the Interstate Highway System, started the next year.
How does the economy then compare to now? Why do low wage workers make less than subsistence wages?

- Some of you are confusing what it takes to GET a card versus what it takes to USE a card.
NY may require a fingerprint to be accepted for a EBT card but it certainly IS NOT on the card.
Just a pin number is needed to use it.
I know for a fact that in order to get a Georgia EBT card, one has to show proof of citizenship (birth certificate).
But, there's no photo on the card and certainly not a fingerprint. All one needs to use it is the pin number--- which is why the state constantly stress EBT users not to give anyone the pin number. They can't later call up and claim someone used the card without permission, because in order for that to have happened, they had to have given up the pin number.
