R9, I have a law degree. Hosts have no duty to their party guests in general. Professional *businesses* have a duty, yes (a bartender can't legally serve an intoxicated patron under every state's liquor-license regulations), and there are specific provisos against adults serving alcohol to underage minors, but there is *no* basis upon which any party can sue a homeowner in this kind of civil regard.
What qualifies as a mansion in BH? To me a mansion is the hideous Spelling residence. Most of the homes in BH look nice, large and upscale but hardly "mansion" worthy. Some of them look like bungalows.

Realistically speaking, she most likely entered into an agreement with the IRS to pay off her back taxes in installment payments over five years. She also could have made a sizable lump payment towards the outstanding bill with Sheen's money.

I believe the reason that she stayed at the Chateau Marmont when she had a "mansion" in the same neighborhood is: That's what the big celebrities do. If Johnny Depp feels like partying, he leaves his BH mansion and stays at the Chateau, and it's no big deal because the Chateau's bill will be pocket change to him.
In short, she's doing things like that because she has delusions of still being a big celeblrity, and she wants to live like one. And because big celebrities are used to getting stuff for free, she feels no obligation to pay her bills. And if she has no assets that can be siezed, such as cars or real estate, she'll keep it up as long as fools keep letting her run up bills for expensive hotels and rental cars.
Seriously, can a person be sent to jail for failing to pay their bills in this day and age?
