Is this supposed to be cute? A lot of young girls do it and a few guys that I've seen. I think it's gross and stupid looking.
It is usually only done in some sort of "party setting" type picture. Just showing that people are being silly and having a good time.
Why do you think OP? What a dumb question.

Mary!
I think R1 has explained this phenomenon perfectly.
It's a bit like people who whoop at get-togethers...'we're having a wild and wacky time!'
No. I'll tell you what is really is. It's a variation of "duck face". They make the face so it seems like they have model high cheekbones. I've noticed people who do this often lose their top lip when they give a toothy grin. They're really just contorting their faces so they photograph better. Right up there with duckface and kissyface. Fugs.
OP is right. As this photo shows, only stupid people would do such a thing.
Sticking one's tongue out is the lowest form of cretins. Ill-bred, ill-mannered low-class slobs raised on pop tarts and WWE wrestling.
Ignore the lower classes my dear. Let them eat with a knife, while you drink your tea with your pinky extended like a good little girl.
It's people who don't realize how stupid this makes them look -- or that their stuck-out-tongue-at-drunken-parties photos will live forever on Facebook. Idiots.
Why do people smile in pictures? Why do people insist on having fun, and not be bitter and angry like me?
