New Jersey E-Z Pass

On October 19 I closed my account and returned the transponder October 24. I asked the refund be applied to my credit card. First rep said it would take 7-10 business days. A week later I was told it would take up to 30 days. A month to the day I called and was told my refund was "Pending" and should be applied to my credit card by November 22. Since then I have called every day. They promise that a supervisor will call back. No one calls. Is there a higher government authority I can appeal to?
