What does this mean in the context of an e-mail regarding a job interview? I sent a thank you note to an interviewer (guy who would be my boss), and he sent this back: "It was great to meet you. We look forward to next steps."
Just think of it as vaguely positive.
Calling your references, background check, credit check, and the like. Steps they probably would not take unless they were interested in moving forward with hiring you.
I doubt someone would say they look forward to a next step of letting you down, unless they were evil or totally clueless.

It could mean that they're looking forward to your walking away, but in fact it DOES mean that they're actively considering you. No guarantee, but it's positive. R7 is either having a bad day or is just a bitch.

He acknowledged your thank you and wanted you to know that they weren't finished evaluating the successful candidates.
