That Oscar kiss wasn't the first time and it wasn't impulsive. It was the first major public event they did it at, but it wasn't the first time they kissed or made out in public. There are a ton of photographs of them together, kissing and making out. Google it. There are even interviews with Jolie and Haven from that time that hint that their relationship was much more than that of the average siblings.
