57 yo man, 5'11"+, 185. Very active, some kind of exercise every day, but still flabby. I'd like to lose 15 pounds, but have hit a wall and am hungry all the time. Even eating lots of filling vegetables, I can't get past a feeling of desperation and wanting to eat constantly.
And apparently because of my age, no amount of exercise I've found reduces the loose skin or makes me look as in shape as I really am.

I am on a 900 calorie diet, which equals 1/3 to 1/2 pound a day weight loss. But this only works if I also up my caloric intake to 1200 calories every third or fourth day and then a cheat day of between 1800 and 2400 calories once a week or every tenth day.
If you don't do that, your body goes into starvation mode and stops losing.
I lose 2-3 pounds per week, steadily, this way. Try it!

For example the BMI for my height and 6'2" weight 206 lbs is 26.4, which the BMI authorities consider to be overweight.
What the BMI doesn't take into consideration is the physical condition of people who are active. My waist is 32". My body fat is 12%. I row or erg for 2 hours 4 or 5 days a week and cross train two days a week. Yes, I have washboard abs. I am not overweight by any reasonable person's standard, yet the authors of the BMI would like you to believe I am.

Yes. If I remember it correctly, you start at 5', 106 lbs, and add 6 lbs for every extra inch in height.

Let's say it takes you 30 min to prepare and get to the gym. That's another hour a day. So, at the minimum 3 hours, plus stretching and showering. You spend 3.5 hrs working out 4-5 days a week (you did not say how much time you spend cross training).
