- 90-91 is too narrow a window. This thread should be about house music starting in the late 80s with Jody Watley and others, and then continuing into the early 90s until grudge halted its popularity. House music was the 2nd comeback of disco, the first was synth-pop '80-'84 which was essentially synthesized disco. Disco can't make a comeback because it never died, they just changed the name to dance music and house.
Donna Summer's 1989 SAW album was brought up and people wondered why she didn't record a 2nd one with them. There was one planned, but they couldn't come to terms on it. They had already written a song for her likely to be the lead single (Happenin' All Over Again.) It was eventually given to Lonnie Gordon, who made #3 on the UK pop chart with it in 1990. Donna would've gotten it into the US Top 10 as well. Here is the 1993 remix that topped the US dance chart:
