Was the restaurant right to refuse?

Party of 6 near me in restaurant. One of the party announces to the waiter that she is on Jenny Craig and has brought her own food. She told the waiter to microwave it and serve it along with the other meals. He took the packet into the kitchen and returned saying that it was against health department rules to serve anything not prepared on premise in accordance with local standards and that the chef would not touch her meal. She demanded to see the chef and got very hot and angry stating that she had been doing this for a long time and she had never been refused. He told her that the restaurant could not be libel and that he would happily prepare something for her that met her caloric standard but to put her packaged meal away. She huffed that she would have to eat it cold. He told her that if she did she would be forcibly removed from the restaurant as they did not allow diners to bring their own food. She was furious and tried to get her friends not to tip the 'rude waiter' etc. She loudly complained the entire meal. Do you think the restaurant behaved appropriately?
