At my company, our department sends an email. Simple as that - no need to detail your ailment/s. Unless it''s something rather serious and your out multiple days, then your obliged to call your manager.

I think the best time is to call right when you wake up, you sound groggy without having to "act sick".\

And never go into detail. A simple "I''m not feeling well" is enough. If probed later on, have some nasty TMI details which guarantee they''ll be unlikely to want to probe you further.

My office actually has a call-out phone line. You call the line and notify and HR frau in a different and she sends an email alerting your department head of your absence.
